This is an agreement between the School Board of Sarasota County, Florida, and the City of North Port for the School Resource Officer Program in South Sarasota County.

The school district has a long-standing agreement with the Selby Preschool program to provide exceptional student education for Pre-K students.  This addendum will allow preschool students attending the Selby Day School program to receive extended school year services at the site for the June 2009 summer session.

21. APPROVAL OF SAFARI LIVE
Description
This purchase is for SAFARI Montage Live! interactive videoconferencing system.  It allows our staff to connect and collaborate with colleagues and students via videoconferencing system.  It allows for meetings, trainings, and classes to take place via the web to reduce travel and personnel costs.  Any function taking place can be recorded and streamed for future use.  This also helps align us with Distance Learning protocols.  Funds for this purchase can only be used for Capital items and are contained in this year's Shared Professional Services Capital Budget (9019)

Recommendation
It is recommended that the School Board approve the purchase for Safari Montage Live for the amount up to $154,000 from Safari Montage.

22. AGREEMENT BETWEEN SARASOTA FAMILY YOUNG MEN'S CHRISTIAN ASSOCIATION, INC (YMCA - TRIAD PROGRAM) AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description

This agreement outlines the relationship and responsibilities shared by the SBSC and the YMCA - TRIAD program which provides alternative programs of education, training, and related services for students assigned to the Alternative School program at the YMCA for TRIAD.



Recommendation

That the School Board of Sarasota County approve the agreement for the Sarasota Family YMCA to provide alternative programs at TRIAD.

23. AGREEMENT BETWEEN INFINITY, INC (INFINITY MIDDLE SCHOOL) AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This agreement outlines the relationship and responsibilities shared by the SBSC and Infinity, Inc. who will provide students at Infinity Middle School with alternative programs of education, training and related services.


Recommendation

24. AGREEMENT BETWEEN ASSOCIATED MARINE, INC., d/b/a GULF COAST MARINE INSTITUTE AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This agreement outlines the relationship and responsibilities shared by the SBSC and Gulf Coast Marine Institute who provides alternative programs of education, training, and related services for students assigned to the Alternative School program by the district and the Department of Juvenile Justice.

Recommendation
That the School Board of Sarasota County approve the agreement for  Associated Marine, Inc., to provide alternative programs at Gulf Coast Marine Institute.

25. AGREEMENT BETWEEN BIG BROTHERS BIG SISTERS OF THE SUNCOAST, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This agreement between Big Brothers Big Sisters of the Suncoast, Inc. (BBBSSC) and the SBSC is to define the shared responsibilities regarding school based mentoring services provided to at-risk youths by the Mentor Managers (job description attached), who will provide specific services to students enrolled in the Performance Based Diploma Program in Sarasota County High Schools.


Recommendation
That the agreement between BBBSSC & SBSC to provide mentor management services be approved as presented.

26. APPROVAL FOR MEDICAL DIRECTOR OF EMERGENCY MEDICAL SERVICE PROGRAMS
Description
This agreement is between Steven R. Newman, M.D., P.A. and the School Board of Sarasota County, Florida, for the purpose of contracting with Dr. Newman to serve as Director of Emergency Medical Service programs at the Sarasota County Technical Institute beginning July 1, 2009 through June 30, 2010.

Recommendation

27. APPROVAL OF THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT (IDEA) - AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION FOR ALL STUDENTS WITH DISABILITIES (SWD)
Description

ENTITLEMENT: Grant funds of $4,891,415 stimulus dollars will ensure that all students with disabilities ages 3-21 have access to a free, appropriate public education.

Description
COMPETITIVE: Grant funds of $700,000 will provide after-school and summer remediation and enrichment programs for students and their families in Title I schools in north Sarasota County.

ENTITLEMENT: Grant funds of $22,424 provide supplemental resources to a Department of Juvenile Justice school to meet the academic needs of their students in math, reading and science.

30. APPROVAL OF THE AMERICAN TROUBADOUR IN MIDDLE SCHOOLS GRANT APPLICATION TO THE COMMUNITY FOUNDATION OF SARASOTA FOR EIGHTH GRADE STUDENTS AT NINE DISTRICT SCHOOLS
Description
COMPETITIVE: Grant funds of $4,667 will match a state grant to bring Bill Schustik, the American Troubadour, to schools throughout the district.  Mr. Schustik will present two teacher workshops prior to his performances for 8th grade students at Booker Middle School, Brookside Middle School, Heron Creek Middle School, Laurel Nokomis School, McIntosh Middle School, Phoenix Academy, Sarasota Middle School, Venice Middle School and Woodland Middle School.

That the School Board of Sarasota County approve the American Troubadour in the Middle Schools grant application.

Description

Description
COMPETITIVE: Grant funds of $3,000 will support inquiry-based learning and will integrate reading and writing with art and history through a field trip to the Ringling Museum.

Description
ENTITLEMENT: Grant funds of $139,176 will promote tobacco, alcohol, other drug and violence prevention as well as character education promotion.

FIELD TRIPS

38. APPROVAL OF THE RIVERVIEW HIGH SCHOOL SPEECH AND DEBATE TEAM FIELD TRIP TO BIRMINGHAM, ALABAMA, ON JUNE 13, 2009 THROUGH JUNE 22, 2009
Description
These students have competed in previous tournaments and have qualified for the national competition.  Students will be utilizing the skills that they have learned in class and at Speech and Debate Team practices to compete.  The knowledge that they will gain will help them to present information in any classroom setting. 

Recommendation
That the Riverview High School Speech and Debate team field trip to Birmingham, Alabama, on June 13, 2009 through June 22, 2009, be approved.

39. APPROVAL OF PINE VIEW SCHOOL'S SAVE DARFUR CLUB FIELD TRIP TO WASHINGTON, D. C., JUNE 10, 2009 THROUGH JUNE 12, 2009
Description

The purpose for this field trip is to attend the Dollars for Darfur Lobby Days.  Pine View was one of the top five winners for the all-expense-paid trip to Washington, D.C.  Pine View was just informed they were one of the top-five winners.  This is the reason this field trip is not within the 8-week time period. 



Recommendation

That the Board approve Pine View's School's Save Darfur Club field trip to Washington, D. C., June 10, 2009 through June 12, 2009.



EXPULSIONS

40. APPROVAL OF EXPULSION CASE NO. 09-359
Description

The student listed in Expulsion Case No. 09-359 violated School Board Policy 5.34(1)(d), Fighting.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 30, 2010 academic year.



Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-359 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 summer session, until June 30 of the 2009-2010 academic year.

41. APPROVAL OF EXPULSION CASE NO. 09-328
Description

The student listed in Expulsion Case No. 09-328 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On March 13, 2009, the student listed in Expulsion Case No. 09-328 violated School Board Policy 5.34(1)(g) Severe Repetitive Inappropriate Activity.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 30, 2010.

49. APPROVAL TO AWARD RFP #9043 FOR ONLINE PAYMENT PROCESSING SERVICES
Description

Proposals to provide 'Online Payment Processing Services' were received from three vendors on March 5, 2009.  The proposal of Official Payments Corporation was the best proposal meeting the advertised specifications.  These services enable schools to receive credit card or e-check payments from parents for school-related fees.  The proposal of PaySchools was non-responsive to the requirement of performing online payment processing services for a minimum of five years.  The proposal of TransNational Bancard, LLC, was non-responsive to identifying key personnel assigned to the project and providing references.  This proposal is for a three year period with the option to renew for an additional three year period.  Fees for these services will be paid by parents that choose to utilize the service.



Recommendation
That the proposal of Official Payments Corporation, to provide 'Online Payment Processing Services' be approved for award and purchase.

50. APPROVAL TO AWARD BID #9058 FOR ELECTRICAL SERVICES - TIME AND MATERIALS
Description
Bids to provide 'Electrical Services - Time and Materials' were received from twelve vendors on April 28, 2009.  The bids of T & J Electrical Corporation and Pembroke Electric, Inc., as primary vendors and Custom Electrical Systems, Inc., as a secondary vendor were the best low bids meeting the advertised specifications.  PMH Group, Inc., is being removed from the bid list because they have proven to be unreliable in their prior relationship with the School Board.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budgets allocated to the Facilities Services, Construction Services and Network Services Departments.

Recommendation
That the bids of T & J Electrical Corporation and Pembroke Electric, Inc., as primary vendors and Custom Electrical Systems, Inc., as a secondary vendor to provide 'Electrical Services - Time and Materials' in an amount not to exceed $500,000.00, be approved for award and purchase.

Description
The Long Range Planning Department has determined that these relocatable classrooms are no longer needed by the district.  The specified portables recommended for deletion have been inspected by Facilities Services and Construction Services staff and are deemed to no longer be economical to maintain or renovate.  Funds for demolition are available in the capital projects account.  These portables are currently being utilized for various purposes as outlined on the enclosure.

52. APPROVAL OF UPDATE #6 TO THE 2008/2009 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description

The recommended professionals have submitted request for annual certification by the School Board to provide construction related services for Sarasota County School Board projects.  These submissions are in accordance with School Board Policy #7.71.  The initial list was Board approved 7/22/2008 (Item #88).  The newly added firms are identified, on the enclosure, at the end of the initial listing and are in bold print.  Upon Board approval, the pertinent data from these submissions will be incorporated to the existing list.



Recommendation

53. APPROVAL OF RANKING OF ARCHITECTS FOR THE VENICE HIGH SCHOOL - REBUILD PROJECT
Description

The project's scope of work shall include design and construction for reconstruction of the Venice High School campus buildings and related site work.  The project will be multi-phased.  On 5/21/2009, the Professional Services Selection Committee (PSSC) met to select an architect for this project.  The PSSC has ranked them in accordance with Board policy.  The preliminary project budget is approximately $80,000,000.00.  Funds for this project are available in the capital budget account.



Recommendation
That the ranking of architects for the Venice High School - Rebuild project be approved as presented and the Executive Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

57. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING APRIL 30, 2009
Description

The Superintendent's Financial Statements for the month ending April 30, 2009, does not reflect any unexpected trends for the 2008-09 fiscal year.  The General Fund currently shows a fund balance of approximately $104 million.  However, budgeted deficit spending in the General Fund in future months will decrease this balance as the fiscal year ends due to State revenue shortfalls and reduced property tax revenues.  The Food Service Fund revenues have increased by approximately 3%.  The money the District receives through the Free and Reduced Meals Program has increased approximately 18.5%, but revenues received from students paying full price or purchasing al a carte meals has decreased almost 8%.  Expenditures have remained steady from the prior year.  The District made an arrangement with the Tax Collector in December for their office to invest some of the District tax revenue money since they are receiving a better interest rate than the District.  This is the cause of the large Due from Other Agencies amount in both the General and Capital Projects Funds.  The District received approximately $75 million from the issuance of the 2009 Certificates of Participation.  This money is held for the District by a fiscal agent. 



Recommendation
That the Superintendent's Financial Statements for the month ending April 30, 2009, be approved.

New Business
60. APPROVAL OF THE INSTRUCTIONAL AND CLASSIFIED BARGAINING AGREEMENTS AND 2009 - 2010 SALARY SCHEDULES
Description

Bargaining teams for the School Board and SC/TA reached tentative agreement on these proposed changes to contract language and salary earlier this month. The memberships of the Association are in the process of ratifying the proposed agreements now.

The District and SC/TA teams have held extensive meetings resulting in supplement reductions at all levels (elementary, middle and high school)

All levels of substitute teacher pay are being reduced.

The proposed salary schedules for 2009-2010 reflect no changes except for a few increases to hourly rates to comply with the Florida minimum hourly wage of $7.25.  Also included is an eleven-month Assistant Principal salary schedule.

The parties agree to re-open salary negotiations for the 2009 – 2010 school year should any of the following conditions be met:

   1. the State of Florida Department of Education not receive the proposed federal stabilization funds for the 2009 – 2010 school year , or

   2. there is no holdback of state funds by the Florida Legislature for the 2009 -2010 school year, or

   3. the cumulative holdback of funds by the Florida Legislature for the 2009-2010 school year exceeds 4%.



Recommendation

That the changes in language of both the Instructional Collective Bargaining Agreement and the Classified Collective Bargaining Agreement with the Sarasota Classified /Teachers Association, as displayed in the enclosure, and the following salary schedules, be approved as presented. Language changes will be effective upon ratification of the contracts by the SC/TA membership and salary schedules for appointed staff will be effective July 1, 2009:
